Health Insurance Until We get Temporary Residency

My husband and I will be moving to Costa Rica in November. I understand we cannot get on CAJA until we get our temporary residency from Immigration. I believe we can get on INS (Instituto de Seguro Nacional). How do we do this, when do we need to apply and how do we find quotes?
