Planning to go abroad

My wife and I are retired and are looking at spending at least the winter months in Europe, someplace without ice and snow. We are looking seriously at Valencia, but Cartagena is also lovely. My wife is pure Sicilian and is seeking Italian citizenship, but we have been told that both the Spanish and the French health care is better. Like many folks we have kids and extended family in the U.S., so need to balance those relationships with living in Europe.
