Should I move my business overseas or find a job?

I just joined IL, at a friend’s recommendation.
I have a successful Renewable Energy Consulting business in the USA which cannot continue operating because of HR-1, which makes my whole industry unworkable for at least for a few years. I want to continue working where I can be effective deploying renewable energy in an English-speaking role.
Smarter to move my business or get a job in Canada or the UK? Not sure of best way to secure the right to work? Or elsewhere if I can do business in English! (I’m conversational in Japanese and Spanish, but not enough to conduct business)
