Here’s the scoop from the local immigration office: “Any document in a foreign language must be translated to Spanish and must have the recognition of the translator’s signature before a notary public. When the translation has been done in a foreign country, it must be apostilled or legalized by the Ecuadorian consulate in the country of origin.”

I was just in Quito a week ago for the IL conference and paid my bill at the hotel with my US credit card without problem. I have two Ecuadorian debit cards (getting my 1st credit card this week) and they both have magnetic strips on the back just like my US ones.
