That’s correct. The measure has passed but they haven’t set the payment amount yet. It’s an effort to help France try to balance their budget.
Here’s a quote from the lawmaker who proposed the change on the pricing:

ParticipantCheck out Toulon, France. Rentals are very affordable compared to other places along the coast. If you opted for a one bedroom, you could manage with that budget. All apartments in the historic center are walking distance to the port.

That’s great news for the French birth certificate. Since it is a citizenship issue, the best thing that you can do is contact a French immigration attorney.
