Horacio Mendoza was born in Panama. He studied Architecture at Universidad Santa María la Antigua and then got an MBA at Louisville University. He has been involved in the real estate market since 1995. During the first 10 years of the 2000s, he was in charge of the Sales and Marketing Department for one of the leading developers in Punta Pacifica.

For the last five years, as General Manager for Inmobiliaria Casas Bellas, a subsidiary of Grupo Los Pueblos, he has been leading a successful team that has built and delivered thousands of houses and condominiums in Panama. Grupo Los Pueblos has also developed several commercial, office, and industrial complexes. Among these developments are: Albrook Mall, Westland Mall, Embassy Collection, The Reserve, and Ocean Reef Island.
